The Quarantine Reconnaissance Service, is comprised primarily of enlisted military operatives, following rudimentary hazmat and survival training. Despite their military origins, Q.R.S. operatives rarely see actual combat, deployed mainly amidst natural or biological disasters to retrieve high-value targets or materials. In over a decade of operation, the agency has seen only two casualties, one due to technical mishap and the other from radiation exposure; in both cases, the victims were observed as having failed to observe standard safety protocol.
Equipment loadout is normally based upon the nature of the crisis, but the typical Q.R.S operative is equipped with:

-Military-grade hazardous materials suit – Designed with the worst of scenarios in mind, the Q.R.S hazard suit is manufactured to be completely impermeable to air and moisture, and highly resistant to punctures short of bullet impact. In cases of confirmed hostility, additional body armor can be worn over the suit, although this may present weight and respiratory concerns during extended operations.

-MS Gas Mask (custom) – Due to overwhelming negative feedback, the good folks at Q.R.S. R&D have modified a number of field masks with cigarette receptacles in the front of the filter, allowing 'safe' tobacco use without need for mask removal. This has demonstrably increased the risks of filter breach by over 30% but for most operative this is a welcome trade-off for the leisure it affords.

-Standard-issue 9x18 Pistol Makarova – As with their military counterparts, Q.R.S operatives are equipped with the standard Soviet PM sidearms, which they are trained to fire with either hand whilst performing other tasks.

-Military rations and bottled water – Due to the extended nature of most operations, most operatives carry at least a day's worth of provisions at any given time, certified for prison and military use. Just wonderful.

-First aid – In addition to basic first aid training, each team features a designated backup medic, who carries additional supplies and is responsible for the physical health of the team for the duration of the mission. Each member is given the means to attend to minor wounds independently, of course.

-Geiger counter – Although the Q.R.S deals extensively with biological weapons, the recent abundance of unlicensed atomic material within the Soviet Union has made nuclear proliferation a constant threat Luckily, most recent suits are equipped with built-in Geiger counters, and capable of logging radiation to gauge operatives' fitness for active service. Those exposed to an undisclosed threshold of radiation are obligated to take leave of absence for up to several months, but it has become common practice to tamper with these measurements in order to see more active service – and, consequently, more hazard pay.

-Local currency – Due to the fragmented governments of many fringe Soviet blocs, the ruble is not uniformly accepted, and the Q.R.S has learned not to depend on local government or Soviet embassies for exchange into local currency. Even in disaster areas, operatives carry varying amounts of various currencies, and are expected to know the exact exchange rates for each; however, unrest in numerous principalities has led to the rapid devaluation/elimination of numerous bloc currencies.

-Mobile phones – Despite the dearth of Western technology in the wake of the Soviet recession, the Q.R.S's reconnaissance role affords them access to civilian-grade mobile phones, which are used for squad relay and communication with headquarters. Unfortunately, they are expensive, fragile and vulnerable to the effects of magnetic interference – a crippling flaw, considering the various cataclysmic scenarios in which the Q.R.S is deployed.
